Our team is made up of former Capitol Hill staffers and industry veterans with the sharpest minds in health care consulting. We have worked with leaders in the United States Senate, United States House of Representatives and White House to write important legislation, including the Affordable Care Act. Today, we blend our broad knowledge of policy with our deep experience with payers, providers, unions, large employers, member and advocacy organizations, and technology companies to help health care organizations achieve their strategic and operational goals.

Jacqueline Lampert

Jacqueline is the founder of Lake Street Strategies.

More than a decade ago, Jacqueline brought her tax policy and government affairs experience to the health policy world, joining the staff of U.S. Senator Tim Johnson. As health reform efforts were heating up, the Senate Majority Leader asked Jacqueline to join his staff, where, as a key Senate leadership health staff member, she represented the Leader in negotiations to draft and pass the Affordable Care Act. In this role, Jacqueline was responsible for merging health reform legislation passed by two Senate Committees to create the bill that ultimately became the health reform law.

Following her Senate career, Jacqueline joined an integrated payer-provider system, where she honed her expertise on the implications of the Affordable Care Act in the real world. Here, Jacqueline became an expert on the impact of insurance market reforms and the employer mandate on businesses of all sizes. Jacqueline’s ability to break down these technical issues into understandable parts while providing stakeholders a big-picture understanding of the entire law makes her an in-demand speaker for business groups across the country.

Jacqueline holds a Master of Public Policy from Georgetown University and a Bachelor of Science in Communication from Northwestern University. She lives in Ohio with her husband and their two young children.

Jordanna Davis

Jordanna Davis is a principal with Lake Street Strategies. Previously, Jordanna was a principal at the Sachs Policy Group, a boutique health policy firm in New York City. At Sachs, Jordanna consulted with New York’s largest health systems, hospitals, long-term care facilities, human services agencies, unions, health plans and technology companies, helping them adapt to regulatory and market dynamics in the rapidly changing health care system.

Prior to her work in consulting, Jordanna served as the senior health policy advisor to Rhode Island Senator Sheldon Whitehouse, a key member of the Health, Education, Labor and Pensions (HELP) Committee, during the negotiations for the Affordable Care Act. In addition to work on the Affordable Care Act, she drafted legislation on health information technology, health care quality improvement, reimbursement reform, and graduate medical education. She also served as a Health Care Fellow for Wisconsin Senator Russell Feingold.

She is a Board Member of the New York eHealth Collaborative, the City of New Rochelle Industrial Development Agency, and Larchmont Temple. She is also a Mentor to the CTA Digital Health Program.

She earned her undergraduate degree at Yale College, and her master’s in public policy, with a concentration in health policy, at Georgetown University. Jordanna lives in New York with her husband and two daughters.
